Symptoms

After creating a new WebLogic Portal (WLP) domain, the server starts and the WebLogic console is accessible.  However, the Oracle Enterprise Pack for Eclipse (OEPE) Servers tab says "Stopped, Unable to validate WebLogic domain".

Newly created WebLogic Portal (WLP)  domain.
