Policies Errors With Identity Service And Wsm-pm/validator Is Not Accessible (Doc ID 2092077.1)

Symptoms

While trying to check policies at  http://<hostname>:<port>/wsm-pm/validator  on a server where the wsm-pm application is deployed , the following error is returned:

 weblogic.application.ModuleException: [HTTP:101216]Servlet: "PolicyManagerValidator" failed to preload on startup in Web application: "/wsm-pm".
 java.lang.IllegalArgumentException: WSM-02461 : A document without a naming attribute cannot be written.
       at oracle.wsm.policymanager.bean.util.ManagedDocumentFactory.createManagedDocument(ManagedDocumentFactory.java:187)
       ...
