Goal

A database (DB) had been registered to Oracle Internet Directory (OID) or Oracle Virtual Directory (OVD) and then was deleted before its was was unregistered.

No longer be able to use the Oracle Database Configuration Assistant (ODBA / DBCA) on the database to unregister because the database has been deleted.

Trying to unregister the DB from OID/OVD returns ORA-01078 error (as pfile or spfile is not there since the DB is gone):

ORA-01078: failure in processing system parameters
