Symptoms

On : 12.1.3.0.0 version, BPEL Service Engine

Customer is attempting to send SOAP requests to Oracle Transportation Manager using a simple BPEL pass through process. The OTM team recommended attaching the "oracle/wss_username_token_over_ssl_client_policy" security policy to the external reference

OTM is returning a blank response message and the SOA logs show the following SSL error message:
