The Self Service Capabilities And Workflows/Approval Screens Are Blank (Doc ID 2095947.1)

Symptoms

The Self Service Capabilities and Approval Workflow Rules pages are blank.  You can see the links on the sysadmin page but when you click on them, you get a blank screen.  You've set the system properties to true for Workflows Enabled and Workflow Policies Enabled so this is not the issue.  

Changes

 The issue can occur following an upgrade, after applying a patch, after updating an OIM deployed component or after updating some permissions or policy store.
