Post Upgrade To R2PS3, Both The Self Service Capabilities And Workflows/Approval Screens Are Blank (Doc ID 2095947.1)

Symptoms

After upgrading to OIM R2PS3, both the Self Service Capabilities and Approval Workflow Rules pages are blank.  One can see the links on the sysadmin screens but when you click on them, you get a blank screen.  You have set the system properties to true for Workflows Enabled and Workflow Policies Enabled so this is not the issue.
