Post Upgrade To PS3, Both The Self Service Capabilities And Workflows/Approval Screens Are Blank (Doc ID 2095947.1)

Symptoms

After upgrading to OIM 11.1.2.3, both the Self Service and Workflow/Approval screens are blank.  You can see the links on the sysadmin screens but when you click on them, you get a blank screen.  You have set the system properties to true for Workflows Enabled and Workflow Policies Enabled so this is not the issue.
