Managed Attachments 10g: Unhandled exception in Custom.launch command soap SQLCODE = ora-31011 xml parsing failed (Doc ID 2096248.1)

Symptoms

When using Content Server (UCM) version 10.1.3.5.0 with the Managed Attachments integration with EBS 12x.

System crash occured, and systems were restored from full file system and database backup.

Cannot use the EBS Forms Zoom functionality. Clicking the Zoom button does not bring up the Content Server Managed Attachments dialog.

Unhandled exception in AXFCustom.launch_command_soap SQLCODE=-29273: ORA-29273: HTTP REQUEST FAILED

Then, after resolving EBS ACL configuration issues (e.g. dbms_network_acl_admin), this error occcurs:
