The implicit-timezone() function fails to account for Daylight Saving Time (Doc ID 2097178.1)

 There is an issue with the implicit-timezone() function not calculating for daylight saving time correctly. If you use the BPEL current-dateTime() function to get the current date time, it returns the timezone as -4:00 which is correct. However the implicit-timezone() is returning the timezone as -5:00, which is incorrect.  It appears the issue is related to daylight saving time.
