Conflict Error When Registering OPAM Agent On Windows Target

When attempting to register the OPAM Agent on a windows target from the command line OpamAgentUtility.exe -r, the registration process fails with a conflict error.

Error in testing opam server target
Error code: Conflict
Error: Target failed during testing on the OPAM server.

The issue can be reproduced at will with the following steps:
1. Install the OPAM Agent software on the windows target server.
2. From the command line, run OpamAgentUtility.exe -r to start the registration process.
3. Enter the corresponding response to each of the registration prompts.
4. Type enter to complete the registration.
