Can't Login To WebCenter Sites After Upgrade to CAS 4.0 (Doc ID 2098036.1)

Symptoms

On : 11.1.1.8.0 version, WebCenter Sites

After upgrade of Oracle WebCenter Sites 11.1.1.8 to patch 11 or higher, unable to login to sites with any of the known users.
