On : 18.104.22.168.0 version, SQL*ReportWriter
When attempting to use createReportsServerInstance() command after a new install in order to get a new standalone Reports Server the following error is displayed:
Location changed to edit custom tree. This is a writable tree with No root.

WLSTException: Error occurred while performing cd: Attribute oracle.reports:Type=ReportsServerComponent, Name=ReportsServerComponenManager not found.
The issue can be reproduced at will with the following steps:
1. Install Fusion Middleware , Forms and Reports 12c (Oracle Forms and Reports 12c (22.214.171.124)
2. Try to follow post installation steps before using Reports executing commands using wlst:
