Error "This is a writable tree with No root." While Executing createReportsServerInstance Command in Reports 12c (Doc ID 2098157.1)

On : 12.2.1.0.0 version, SQL*ReportWriter

When attempting to use createReportsServerInstance() command after a new install in order to get a new standalone Reports Server the following error is displayed:

STEPS

The issue can be reproduced at will with the following steps:
1. Install Fusion Middleware , Forms and Reports 12c (Oracle Forms and Reports 12c (12.2.1.0)
2. Try to follow post installation steps before using Reports executing commands using wlst:

             > createReportsToolsInstance()

             and

             > createReportsServerInstance()
