SSL Connections Fail to OHS 184.108.40.206 When Using IE and TLS 1.1/1.2 Only

Information in this document applies to any platform.
When configuring OHS ssl.conf to only use TLS 1.2 and likewise IE browser client to only use TLS 1.2, the SSL connection is failing and "Page Cannot be Displayed" error is given by IE.
The OHS logs state the following:
If setting OHS to allow TLSv1, then it is working.
Recently upgraded to Oracle HTTP Server 18.104.22.168 where SSL was previously working and now have new standards to only use TLS 1.1 and 1.2, which is a new feature of OHS 22.214.171.124.
