Starting EDQ Application in WebLogic Fails with "ORA-28001: the password has expired" (Doc ID 2098484.1)

Symptoms

We see this error when a password has expired for either the Config or Results schemas, with slightly different symptoms.

In both cases, the Webpage for Enterprise Data Quality (EDQ) Launchpad is blank when trying to launch Director directly, with this error reported:
