AbstractMethodError Exception Logging Into WebCenter Sites (Doc ID 2100570.1)

Symptoms

After updating WebCenter Sites 11.1.1.8.0 to Patch 11, when browsing to http://examplehost/<sites_context>/login returns an error and the page does not fully load:

The following error is seen in the application server log:
