Symptoms
In Microsoft Windows x86 (64-bit) platforms :
0. You have created a custom shortcut to the Reports Builder (since 12c does not come with a Start menu shortcut to the Builder).
1. When you attempt to execute the newly created shortcut you get an error pointing to a security issue, as follows.
2. You may see the following User Account Control:
Click: [ Yes ]
3. Report Builder errors with the following:
Click: [ OK ]
