WLS 12.1.3 Plugin for IIS Does Not Support TLS 1.2 (Doc ID 2101695.1)

While accessing an application deployed on WebLogic 12.1.2 via IIS (using plugin 12.1.3), there are 503 errors in the IIS logs.

This issue is not seen when Apache is used as a webserver in the same environment. (using plugin 12.1.3)
