HTTP-404 Not Found or Page Cannot Be Displayed After Configuring WebGate

An application is being protected with Oracle Access Manager (OAM) Single Sign-On (SSO).
A WebGate has been installed and configured on the application web tier.
After restarting the web server the site cannot be accessed. Error HTTP-404 Page Cannot Be Displayed or Not Found is displayed on the client.
Steps to reproduce
1. Open browser and access https://<APPLICATION_HOST>:<APPLICATION_PORT>/
2. "The web page cannot be displayed" error is displayed. or HTTP-404 Not Found.
