"Locale" field is always shown in English locale in "Modify User Profile" request details page.
1. Login OIM Identity self service UI
2. Try to modify "Locale" field in profile by click "My Information" under "My Profile" in left panel, select any "locale";
3. After clicking "Submit", a new "Modify User Profile" request will generate, search and open this request by click "Track Request" in left panel;
4. In Request details page, open "Request Details" tab, will see "Locale" field is always shown in English locale but not browser's locale.
Note: The locale may also not be honored on the create or modify user pages.
