Permissions To Edit Or Approve For Publish Blocked "You do not have proper permission to perform the function approve on the asset." (Doc ID 2102396.1)

Symptoms

1)  Revised asset fails to approve for any publish destination with the following error:
You do not have proper permission to perform the function approve on the asset.

2) You may see the following log entries when attempting to approve or edit the asset with com.fatwire.logging.cs.xcelerate=DEBUG

[ERROR] [.kernel.Default (self-tuning)'] [fatwire.logging.cs.xcelerate] [pagename=fatwire/ui/controller/controller] Error: com.openmarket.xcelerate.commands.WorkflowAssignmentDispatcher: GetID: com.openmarket.basic.interfaces.AssetException: Argument 'NAME' is not a valid object name: 'workflow_assignments0'

3)  The asset's Status screen shows that the asset Workflow state says "There are no current assignments. Workflow is inactive" and therefore it is not assigned to anyone.
