The Administrative Console does not open after an upgrade to 22.214.171.124
No errors are experienced during the installation of the administrative console. When opened the console loads it's plug-ins and fails with an error message: Oracle ESSO has stopped working. A problem caused the program to stop working correctly. Please close the program. The only option is "Close the program." A corresponding event is logged in the Application Event Log.
