"Could not find OffLine WLST class" occurs when running the JMX Monitoring API sample program from WLST in OSB 12.2.1 (Doc ID 2105990.1)

Symptoms

 The necessary JAR files to use the JMX Monitoring API from WLST are described in <Note:2104770.1>.
However, even if they were set in the classpath, it returns the following error in OSB 12.2.1:
