Partition WorkManager Page Does Not Open With Japanese Language Browser

Symptoms
When using a browser with the Japanese Language setting, the partition work manager page in the Admin Console does not open with the following error in the server log:
The issue can be reproduced by following these steps:
- Access the Admin Console using a browser with the Japanese language set.
- Access [Domain] -> [Domain Partitions] -> [Partition Work Managers].
- Create a new Partition Work Manager.
- Open created Partition Work Manager.
- Cannot open it with error.
