JDeveloper fails to add Libraries File Group in 12.2.1

JDeveloper doesn't add a libraries file group to an existing SOA deployment profile.

The issue can be reproduced at will with the following steps:
1. Start JDeveloper 12.2.1;
2. Create a new application (File -> New -> Application...);
3. Choose the "SOA Application" type;
4. Click "Next" throughout the wizard until the application and associated project is created (it may be an empty composite);
5. Right-click the project that was created and choose "Project Properties" (the project can be found in the "Projects" section of the "Applications" window);
6. Click "Deployment" on the left pane;
7. Click the "Edit Profile" button (pencil picture);
8. Choose the "File Groups" item and click on the "New..." button;
9. Choose "Libraries" and click "OK";
10. Check that the "Application Libraries" item was created under the "File Groups" item, on the left pane;
11. Click "OK" on the "SAR Deployment Profile Properties" window;
12. Click "OK" on the "Project Properties" window;
13. Save the project (File -> Save);
14. Return to the deployment profile settings (steps 5 to 7);
15. Check that the "Application Libraries" file group is missing.
