Copying Asset Failed With ORA-12899 Error From Database

Symptoms
In WebCenter Sites (WCS) environment, creating an asset as copy of an existing asset is failed and the following ORA-12899 error is reported in sites.log.
The name of original asset is actually little bit longer with some multibyte characters. However, when copying another asset whose name is as long as it but does not include multibyte characters (i.e. the name contains ASCII characters only), it succeeded.
