Symptoms

After Site Studio Content Migration Public Content Forces Authentication suggesting a permissions issue.

Customer had one content item which the permission was set to public (Read 'R'). However, when attempting to try to access the content, the user is being prompted to login. This content was migrated from an old site and it was working fine on the old system.
