Add link in announcements editing cause RTE to not function properly in IE11 (Doc ID 2108668.1)

Symptoms

While creating or editing an announcement, link icon is used to add the URL's. It works for first text selected. But cannot created second link, you can select text but nothing happens when you click link icon.

Create a new announcement. Add some text e.g. 'Link' 'Link2' 'link3'. Select 'Link' and then click the 'Add Link' Icon from the toolbar.
In the 'Please specify the URL' box, enter any working URL. The text is displayed and it links to the URL.
Repeat above steps for 'link2' and 'link3'. Nothing happens when you click the 'Add Link' Icon from the toolbar.
Tries to click other buttons in the RTE, but nothing happens (e.g. bold the text, indent, switch to html view etc)
