Unable To Connect Via Https To OIF From OAG (Doc ID 2108961.1)

Symptoms

In OAG 11.1.2.3.0, https is being used at the federation level.

The API Gateway is setup to call https://<HOST>:<PORT>/<URI>. After issuing the call and looking at the Gateway console for the executed policy, it was observed that the gateway failed to route to endpoint.

 
This error was resolved by setting the CIPHER to RC4-MD5 but the failure itself still happens.
