Why Does the AdminServer-diagnostic.log Throw ESSO-53045 Error?

Why does the Admin Server diagnostic log show ESSO-53045?
1. Access and log into the OAM console and select configuration
2. Setting view drop down. Select Access Manager
3. When pressing "apply" button (regardless of making an edit change to the configuration) no errors seen or reported in the OAM console but in the AdminServer-diagnostic.log you can see the following error message:
We do not notice any loss of functionality
