Symptoms

Frozen items not syncing over from WCC adapter instance to URM instance.

Steps to reproduce:
1) Create freeze on URM
2) Synchronize with WCC
3) Apply freeze on WCC
4) Search for frozen content in WCC adapter to confirm items.
5) Syncronize again
6) Try to search same items on URM/WCCREC for frozen content. But none is found.
