OSB 11.1.1.6.0 upgrade to 11.1.1.9.0, missing SOA_INFRA DB schema upgrade option in the Patch Set Assistant (Doc ID 2109409.1)

Symptoms

On : 11.1.1.9.0 version, OSB Installer

OSB 11.1.1.6.0 upgrade to 11.1.1.9.0, missing SOA_INFRA DB schema upgrade option in PSA.

After upgrade/reinstallation of OSB to 11.1.1.9.0 the DB schema upgrade steps were followed from link: https://docs.oracle.com/middleware/11119/core/PATCH/patch_set_assistant.htm#CHDEJEEF
Documentation mentions that there is a need to upgrade "prefix_SOAINFRA" schema to 11.1.1.9.0. but when the Patch Set Assistant is run, only the below options are seen:
* Oracle Audit Services (IAU schema)
* Oracle Metadata Services (MDS schema)
* Oracle Platform Security Services (OPSS schema)
