Symptoms

 After creating a standard SOA 12c domain through the Configuration Wizard you may notice that most of the User Messaging Driver deployments are marked as 'red' in the EM Console and are not targeted to a server or cluster.  This is the case in both 12.1.3 and 12.2.1.
