Custom CSS for Reviews Appearance fails to apply to a page that renders the Review Widget on Management nor on Production.

When developer tools, such as Firebug, are enabled during the Custom CSS file upload, GET/POST requests populates during the upload process. The POST UploadFile.action has a status of 200, proving the file was uploaded:
