Symptoms

On :  11.1.1.8.0 version, Content Server

ACTUAL BEHAVIOR  
---------------
After Upgrade/Install new Instance of  WebCenter Content 11.1.1.8 Accounts not working  

EXPECTED BEHAVIOR
-----------------------
Users will have account credentials when logged into the content server.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the content server using a user with credentials that also content account permissions
2. Observe the lack of account permissions available.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot log in successfully with account permissions.
