Enterprise Capture Import Processor Email Error "Message-ID is null" (Doc ID 2112179.1)

Symptoms

Using Enterprise Capture 11.1.1.8.0 and Cumulative Patch 9, an Import Processor email job will return an error on a specific email. It will not process the email or any email that is received after that specific message. The error returned in the Capture managed server log reads as:
