On Exalogic Control VM that hosts EMOC EC, OVMM and Control DB as part following symptoms are observed.

OVMM is consuming high CPU. Java process using roughly 7 out of 8 VCPUs on the EC/OVM VM. 98% of the total CPU time is when trying to login to OVM BUI.
OVMM BUI console login is extremely (over 20 mins access and navigate between pages)
