Symptoms

 When installing Sites 12.2.1.0.0 through Oracle Traffic Director (OTD), the installation fails to complete due to timeout.

Additionally, when installing WebLogic through Oracle Traffic Director (OTD), you may get the following error:
"No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent"
