Repetitive Error : The Policy Domain "Failed to distribute policy to PDP OracleIDM for catch exception"

I just completed an upgrade from OAM 184.108.40.206.4 to 220.127.116.11.5.
After a clean startup (Admin server and all OAM servers), I get the following message repetitively in the logs : ice.policystore.PolicyObjectNotFoundException: The policy domain "ab7caf118d80947858a2028318e631550" does not exist..> oracle.security.jps.service.policystore.PolicyObjectNotFoundException: The policy domain "ab7caf118d80947858a2028318e631550" does not exist.
The error appears every 10 minutes, so it seems to be triggered by some automatic background process that runs every 10 minutes
