Post Upgrade, the Oracle API Gateway Extract REST request attributes Filter Configuration is not Consistent with the Documentation (Doc ID 2113545.1)

Goal

In the "Extract REST request attributes" filter in the 11.1.2.3.0 version of OAG, there was no "Decode Extracted Attributes" checkbox included in the settings. In the 11.1.2.4.0, there is a checkbox of this type included in the filter.

The expectation in this particular case is that the setup will not use percent encoded URI paths.  In the Oracle API Gateway Policy Developer Guide 11g Release 2 (11.1.2.4.0) documentation, the information on this filter, found at the following URL:

states that this checkbox it is not selected by default.

However, if performing an upgrade from 11.1.2.3.0 to 11.1.2.4.0, when examining the properties of this filter post upgrade, it is observed that this checkbox is selected.

Shouldn't this checkbox be unselected as per the default setting according to the documentation?
