Symptoms

Users unable to search requests of another user through Admin Role

Use-case:
Create a user<USERID1> under organization Org1
Create another user<USERID2> under organization Org1
Create an admin role ViewRequest with capability User - View Requests for Org1 and assign it to <USERID2>.
As <USERID1> submit a request to change its own name.
Log in with<USERID2> and try to find the request submitted by <USERID1> (Self Service Track Request) and unable to find it.
