Request For Information popup does not allow entering the Username directly in 11.1.1.7 (Doc ID 2113901.1)

Symptoms

After upgrading from SOA Suite version 11.1.1.6 to 11.1.1.7+, the Request for Information popup of the human task no longer allows entering the user directly by using the "Other Users" text fields. The "Other Users" text field is grayed out, and you need to use Identity Browser to enter the user.
