User Search Using UserManager API Only Returns 300 Users - Paged Not Working (Doc ID 2114111.1)

Using the UserManager API to search users using paged search, only the same 300 are always returned.

Sample Code:

If configuration parameters is removed it always returns just 300 users. If criteria is used it will always return the same set of users.
