WSM-04699 Under High Load While Starting A High Number Of Managed Servers In The WebLogic Domain (Doc ID 2114959.1)

Symptoms

When attempting to start many managed servers in a domain, (Oracle Service Bus 11.1.1.7.0/ADF Oracle AS Common Toplevel Component 11.1.1.2.0), the following error occurs:

In testing, the problem is observed when a total of 20 servers are being used.  Sequentially starting the 20 managed servers one by one does not reproduce the issue.  It is necessary to start the servers at the same time for this to reproduce.
As a consequence of the error, every policy enforcement fails.
