Not Able to Generate Proxy Web Proxy for Idcws/GenericSoapPort?WSDL. Error: "No WSDL document could be found at" (Doc ID 2115156.1)

Symptoms

Following Knowledge note (Doc 1332308.1) following error is generated:

   No WSDL document could be found at
   https://<host>:<port>/idcws/GenericSoapPort?WSDL

when attempting to complete step 4 (providing the WSDL Document URL):

4. Enter the WSDL location for the GenericSoapService (GenericSoapPort).  This URL for UCM 11g is of the following format.  Click next.  JDeveloper will parse the WSDL and create Java classes for use in calling the web service.
 
    http://<host>:<port>/idcws/GenericSoapPort?WSDL
