WebLogic Managed Servers Not Able To Join Cluster With "Server is not in the majority cluster partition" Errors In Exalogic Environments (Doc ID 2115261.1)

Symptoms

While trying the Scaling out of cluster with the managed servers running on Guest VM's running in Exalogic 1 and Exalogic 2 racks (two different racks), Managed servers on VM's on Rack 1 are able to join the cluster (based on Database less Consensus leasing), whereas the managed server instances running on VM's on other Exalogic rack 2 fail to join the cluster and shut down.

Following error messages are seen in Managed Server logs at the time of the issue:
