Exalogic Virtual: EMOC Operations With "Failed to create job" Popup Message Due To Proxy Controller "eth0" Management Network Issues

In Exalogic Virtual release, any operations from EMOC (like start/stop/creation of guest vServers), Job does not get submitted. EMOC shows a pop-up dialog box stating "Failed to create job".
We see below errors in Proxy Control cacao logs indicating network unreachable errors on Compute Nodes, Storage Heads, IB Switches IP addresses.
