Applying Tuxedo Patch RP121 But No registry.xml File Exists Under $ORACLE_HOME (Doc ID 2117523.1)

Goal

Need to apply Tuxedo 11.1.1.2 rolling patch level RP121.  The registry.xml file in the $ORACLE_HOME directory was missing so created an empty registry.xml file

The following exception was received on executing install:
$./install

DIR=/tuxedo/tuxpatch
rpreleasenote = HP-UX B.11.23, 64-bit Itanium, 64bits Tuxedo
portreleasenotes= HP-UX B.11.23, 64-bit Itanium, 64bits Tuxedo
Installing server and client files...
Enter owner for patch files:
tuxedo
Enter group for patch files:
users
java.lang.Exception: Host not exist in registry
  at umisc.rpatch.registry.ReleaseEntry.(ReleaseEntry.java:77)
  at umisc.rpatch.registry.UpdateRegistry.main(UpdateRegistry.java:57)
