SAF Transactions Stay In Pending For Long Periods Of Time If One Endpoint Is Restarted (Doc ID 2118937.1)

Symptoms

Customer configured SAF. OSM is the Sender domain and UIM is Receiver domain. If both the domains are restarted, then SAF works fine. Destination domain is able to receive messages successfully. If the destination domain is restarted, then SAF messages are not forwarded to the destination and we see pending messages on the Source domain. The messages get consumed only when the source domain is restarted again. The problem happens in the other direction as well. If we restart UIM the connection to OSM waits and the SAF message shows pending. Customer tried -Dweblogic.jms.saf.RefreshInterval=50000 but it did not work.

Workaround: Customer needs to restart both end points.
