Is there global picklist functionality in Imaging 11g, like there was in IPM 10g?

Example:
Create a picklist section that is not tied to one application and one metadata field to allow:

- Import/export of picklist.
- allow Database picklist setup
- allow picklist to be used by more then one application.

A typical example is wanting to create a (Yes, No, NA, or Y/N) pick list that can be used across any application and therefore be associated to any metadata field. It is extremely time consuming creating Picklists on each field in each application.
