Slow Applet Start after Upgrade from Java SE 6 Update 45 (Doc ID 2122306.1)

Symptoms

After upgrading from Java SE 6 update 45 to Java SE 7 update 76, applet launch performance is slower.  The start-up process now takes much more time reading through all of the cache folders, certificates, and rt.jar.  The same behavior is seen with tests on 7u91 and 8u40.

Without a process monitor, the start time is 1:12 minutes.
With a process monitor, the start time is about 2 minutes.
