Content UI Error "System Failure Occurred. Contact Your Site Administrator." (Doc ID 2123146.1)

Symptoms

A new install of WebCenter Content 11.1.1.9 with the Content UI interface.  Unable to view certain documents that have non-blank custom metadata fields.

Steps:

Create a new metadata field of type integer with an Option list.
The option list contains 3 values .
Check a document into the Content Server using one of those values.
You can view the document through the normal content server interface but get an error when using the WebUI.
