Failure to send header elements using utl_dbws package (Doc ID 2123261.1)

Symptoms

When trying to send web service's header and body elements using utl_dbws package to a web service request from oracle Database 12.1.0.1, the following error is generated:

When trying similar call using UTL_HTTP package or SOAP UI, it works fine. It fails only when using UTL_DBWS
